While doubling Web traffic and visitors may depend on the size of a blog or Website, putting your article online at the right time or peak period could make a positive and noticeable difference to your visitor count. The following are some of the ways you can discover the best time to publish your Web content.
Observe Statistics
Careful observation of your current traffic analytic tool could reveal trends that may otherwise have been missed. In order to make the best use of the statistical results, you need to take each item one after the other to determine how you can improve on your current ranking.
Study Visit Hours
Some statistical tools use graphs to show the number of hits, pages and bandwidths per hour as shown in the image above. This makes it easier to spot when visitors are at their peak in order to make deductions as to when its best to target these users.
Check Countries/Location
Find out and compare countries that provide the largest number of visits during peak periods.
Know Your Time Zone
Finally, know your time zone (set to local time) in relation to those countries that rank higher and schedule your posts to go live during this period.

Although there might be a difference in visitors depending on the posting time, I don’t know if it would be significant. Most people read blogs, articles, etc. when its convenient for them, not when it’s posted. If someone checks daily at “X” time, and articles are posted an hour later, they would just get it at “X” time the following day.
The exception would be with timely articles or news that contain up-to-the-minute information. Interactive sites (such as Twitter) would also benefit from timing of posts (although that’s drifting a bit away from articles).

For more visitor we should be well known about that nature of the article and which part of the world people are more concerned about this category of article ( business ). After getting this basic information, we should know the time zone of that particular area.

I would think that Thermal Mug’s comment above is correct. Wouldn’t people who missed the posting the initial day it was posted just pick up the article the following day (or next time they checked)? Maybe I am missing something here as to why posting at the right time of the day is important.

That would apply to your regular readers however when it comes to using social media optimally, for example Twitter and Facebook, this could come in handy.
